Her real name is Doctor Harley Quinzel, a former pop-psychologist.
She was a regular antagonist on the Birds of Prey series a few years ago.

Harley Quinn
aka: Dr. Harleen Quinzel
She’s become a semi-regular in various bat-universe title. She had her own series for a while, only ran about thirty-six issues. (Started well, kind of got weird and tapered off at the end). Originally created by Paul Dini for the Batman Animated Series.
Started off as a psychologist at Arkham Asylum. She got sucked in by the Joker’s charisma and fell in love with him. Harley became obsessed with the Clown Prince of Crime and set off to join him. Despite his constant abuse of her Harley always comes back for more. This is much to the aggravation of her best gal pal Poison Ivy. Ivy gave Harley an injection so that Harley would be immune to her poisons. This has the side effect of giving Harley increased agility and strength but the downside of keeping her addicted to the substance. She has two hyenas named Bud and Lou.
Yeah, she’s one of my favorite characters.
