The Joker, Catwoman, Riddler, Penguin, Bane, Mr. Freeze, Harley Quinn, Poison Ivy, Clayface, Firefly, Hugo Strange, Scarface (number them from 1-13)
***SPOILER AHEAD***
Rumour on the web has it that The Riddler was hinted at in The Dark Knight. There are two theories:
1) In the beginning of the movie, during the scene when The Joker & his goons are robbing the bank, the bank manager comes out with a shotgun to protect the bank. The Joker jumps out and shoots the bank manager's legs. In the old & new TV series, Riddler is seen holding a cane, possibly due to the bullets shot by The Joker. Also, in the same scene, the environment of the bank is all green and when The Joker leaves in the scene, he places a smoke bomb in the bank manager's mouth. The bomb releases a strange green odor, knocking out the manager.
2) A character named Coleman Resse is shown in the film. Some people call him Mr. Reese, also pronounced "mysteries", thus a possible referral to the Riddler. It may just be a coincidence, but it may now. Also, some people say it may be a secret hinting at Mr. Freeze because of the -eez ending of both words.
In a recent interview, Christopher Nolan has rejected all of the above villains to appear in the next Batman movie. He hasn't yet totally rejected Riddler nor Catwoman. Obviously the next film in the series will have a side story of Gordon and the Gotham City cops chasing The Batman.
A fan teaser poster was created, depicting the aspect of Gordon chasing Batman. (I personally think it's very professional created)

i really don’t know. i’m definitely going to go see it when it comes out, but i don’t really care about which villain it is. :] thanks for the insight about who it might be, though, that’s pretty interesting.

Oh, and it is not a “dark knight sequel” it is the third movie in a series of batman films. Not a sequel to the dark knight, i’m tired of hearing that.

Considering the tone of the series, I’d like to see some of Batman’s scarier villains. The 2nd version of Clayface, for instance. (he’s the one who has to wear a special suit to keep from melting, and who can turn people to clay with his touch.)
Other good villains would be Dr. Phosphorous or Killer Croc.
My favorite villain is the Penguin. I wouldn’t mind seeing him in a supporting villain role, with his “penguin” features toned down to fit the series.
